System of Care

ITR is collaborating with the Minnesota Department of Human Services on an ambitious project to improve the way children’s mental health services are delivered across the state.

The Minnesota System of Care Expansion Grant, funded by the Substance Abuse and Mental Health Services Administration, is a statewide partnership of regions, counties, tribes and public and private agencies that helps families care for their children who are at risk for out-of-home placement, in their home and community. ITR core faculty member Chris Bray is the clinical director for the project.

This four-year project is designed to serve children and youth with, or at risk of having, severe mental illnesses, who are involved in multiple systems, and who bounce in and out of placements with their families. Outcomes include:

  • Identifying children and youth early in the emergence of severe emotional disturbance to provide service and support that promotes full community integration
  • Building local and state leadership to coordinate across jurisdictions for data-informed system of care development, policy reform, and financial sustainability
  • Piloting community-based services in targeted settings across the state
